As a construction manager, Harbour began working with the architects during the design phase to accelerate the schedule and to give important input into the phasing process. The construction of this facility took place in several phases over a three-year time period in order to allow the current population to remain within the facility. The project consisted of adding new general population pods, a new medical detention pod, off-site video visitation, expanded laundry services, a new sally port, and converting the existing sally port into an expanded / remodeled kitchen.

The project was completed on time and within budget. Upon completion of the 160,000 SF addition, the Will County ADF increased capacity from 330 inmates to room for nearly 1,100 inmates on the same site. Harbour was also responsible for overseeing extensive remodeling and renovating in areas such as the master control, kitchen, laundry, and administration offices in the existing 40,000 SF facility.
