As the project’s construction manager, Harbour began working with the architects during the design phase to accelerate the schedule and to give critical input into the phasing process for the Will County Adult Detention Facility.
This building’s architectural style is complemented by an inmate management style referred to as direct supervision. Direct Supervision requires that staff closely supervise inmates in the day room of a housing pod that allows staff direct unobstructed contact with the inmates. A staff member assigned the role supervises inmates in an environment that is best described as a “policeman walking a beat.” The officer in the housing pod coordinates all pod activities, reinforcing inmates’ behavior by acting as a role model. In direct supervision jails, positive behavior is rewarded by access to privileges such as access to outdoor exercise, television, and day room time. Inmates’ negative behavior is reinforced by the use of negative consequences for not following the rules. Consequences for inmates not abiding by the facility rules may range from short lockdowns in their cells and limiting access to pod activities to removal to a segregation unit where inmates are allowed out of their cells for only one and a half hours a day.
The work for this municipal construction project took place in several phases over three years to allow the current population to remain within the facility. The project included adding new general population pods, a new medical detention pod, off-site video visitation, expanded laundry services, a new sally port, and converting the existing sally port into an expanded and remodeled kitchen.
Will County’s new adult detention facility project was completed on time and within budget. Upon completing the 160,000 SF addition, the Will County ADF increased capacity from 330 inmates to room for nearly 1,100 Joliet inmates on the same site.Harbour Contractors was also responsible for overseeing extensive remodeling and renovating in areas such as the master control, kitchen, laundry, and administration offices in the existing 40,000 SF facility.
