This approach to management and control is the most effective way to orchestrate manpower, investment, and time to design and construct large complex projects within a relatively short time horizon as well as ones with a number of stages that stretch well into the future. There are a number of reasons for choosing a program manager:
1. Beginning or expansion of an existing program
2. Lack of in-house staff
3. Reluctance to add permanent staff
4. Need for expertise and talent not easily found and seldom as part of an existing team
